Since when are you having this problem? Is that swelling increase in size during or after urination? Is there any itching or pain in that area?

It is like an engorged vein and may not cause problems, but sometimes it may cause pain. So do not worry, but if it is getting pain or altered color, then you may apply Thrombophobe gel twice daily for five days. Do not worry. Sometimes penile urethra diverticulum is also engorged during or after urination. But we need urethroscopy for this. You may consult with your surgeon/urologist he will do urethroscopy, and Doppler study then treat you accordingly.

It is not a dangerous health problem. So do not worry, and it is not an emergency also. You may take an appointment with your surgeon nearby and consult him. It may need manual examination and investigations to confirm the diagnosis.
