How to effectively manage excess body hair and red spots?

I am a 21-year-old man with a high amount of body hair. I am not currently taking any medications and maintain a healthy diet. After some research, I suspect these might be ingrown hairs that became infected. What do you recommend to help get rid of these spots? Are they likely ingrown hairs, or should I be concerned about another condition? I have small, reddish-purple bumps on my inner thighs that resemble rashes or lesions. They are usually not problematic, but sometimes they become inflamed and painful to the touch.
They typically subside, but the purple marks often remain, which is unpleasant. The bumps are generally flat, not protruding like pimples, but I can feel some hardness if I press on them. I’ve had these bumps on my thighs for years. Recently, a particularly sensitive one appeared below my stomach.
I accidentally scratched it, causing significant bleeding and pain, but there was no pus or any other substance. The area became red, then turned purple. After one to two months, it is nearly healed, but a reddish spot still remains. The bumps on my thighs have not gone away.
