I have itching and fluid-filled bumps on my legs. Why?

I am a 23-year-old female. I initially noticed itching on my hands and feet, which later spread to my legs.
Now, the lower parts of my legs are covered with red bumps; some are filled with fluid, while others are not. They are very itchy, and this has been going on for almost a month.

Based on what you have described, you appear to be experiencing discomfort, with itching starting in the hands and feet, spreading up to the legs, accompanied by red bumps, some of which are filled with clear fluid.
I cannot figure out what can cause them specifically without looking, but there are a few possibilities that come to my mind, and let me list them for you one by one.

It can be contact dermatitis from soaps, chemicals, new footwear, or detergents.

It could also be an insect bite, probably a bedbug that irritates you in the night.

It could be a viral infection or a fungal infection.
But in all cases, the treatment is pretty simple.

If you can cool compress the itching area and apply Calamine lotion, it will soothe your itching. You can also take an antihistamine like Cetirizine once a day to decrease itching.

Avoid using any new creams, perfumes, or chemicals until the rashes have settled.
In spite of doing these things, if you are not feeling better, antibiotics or topical steroids can be prescribed.
