Can oral cancer cause skin flaps to protrude from the mouth?

Hi doctor,

I have two flaps of skin on the inside of my mouth at the top of the cheek next to my upper set of teeth. They are painless but occasionally make it feel as though something is stuck between my teeth. I have been a regular smoker for the past three years, so am I developing cancerous tumors? If not, what might this be?
