Can I safely get a tattoo over multiple sebaceous cysts? Will the tattoo needle puncture the cysts?

I understand your concern. It would have been nice if you shared the picture of the cyst. Yet, I think getting a tattoo over a cyst is not a great idea. A ruptured cyst in itself is not a problem, but tattoo ink in a cyst can lead to a foreign body reaction. The best option is to get the steatocystoma cyst, removed with a CO2 laser. A single puncture is enough to extrude all the contents and the heat of CO2 will ensure no recurrence. You can get a laser after that as a single puncture will not lead to any significant scarring or pigmentation.
