I want to inquire what it means if a 1-month-old kid is diagnosed with tricuspid atresia and unrestrictive pulmonary flow.

This child will have to be evaluated physically by a pediatric cardiologist and may need to be started on diuretics with monthly monitoring based on the clinical condition. Surgical management is to be advised as per the clinical condition. In layman's terms, it means that the valves of the right side are floppy and that blood is flowing across them in both directions, which may or may not lead to gradual flooding of blood into the lungs. Hence a pediatric cardiologist is required to assess the child at the earliest.
