It appears to be balanoposthitis. Here is what you can do:

If you are not allergic to oral medications, start taking Fluconazole 150 mg (one tablet, three times a week—Monday, Wednesday, Friday) for four weeks, and Levocetirizine 10 mg at bedtime for five to seven days.
Apply DK gel (Miconazole 2 %) twice daily, and Mupirocin cream twice daily.
Your wife can follow the same treatment if she is not pregnant.
The affected area should be washed with lukewarm water—avoid soap or hot water.

Please follow up after two weeks.
