I read your query and can understand your concern.

Have you had regular or irregular cycles?

If irregular, there could be a discrepancy of dates between the scan and the last menstrual period. Embryo might develop late. But in your case, there was no embryonic pole. It was an empty sac and no fetal pole in it. For this, we have to wait for seven to 14 days. If it is still not growing or the fetal pole does not appear even after two weeks, it is anembryonic pregnancy, which can bleed at any time to relieve naturally.

I do not know the whole history, but it seems you have induced abortion due to failed pregnancy. Take 0.4 mg daily folic acid if you are trying for conception. Try to quit recreational drugs as it increases infertility in both males and females and gives congenital anomalies in the fetus. The most abnormal product of conception ends in miscarriage. If you and your husband have any health-related issues, try to solve them completely to have a healthy pregnancy outcome.
