These are not warts (attachment removed to protect the patient's identity). Instead, they are fordyce spots, little enlarged oil-producing glands (sebaceous glands). If they are not troubling you, you can leave them alone. No treatment is required. However, if you want to remove them for cosmetic reasons, you must go to a clinic and get laser or radiofrequency (RF) or electrodesiccation and curettage (EC) done.
