Hi doctor,
I am in my early twenties and I have phimosis, which is a tight foreskin that I am not able to retract down fully, and sensitive glans. I am fully able to retract it down on a flaccid penis but when the penis is erect, then it retracts only halfway. The glans is painful to touch. I have not been able to get the foreskin to stretch down for many years. I am a virgin.

Phimosis is a common condition, but phimosis is always examined and diagnosed in a flaccid penis, and not in an erected penis. In normal human anatomy, skin retraction will be difficult in the erected penis, but that does not mean you have phimosis. For confirmation of the diagnosis, you will need a physical examination by a urologist so that it can be diagnosed with accuracy. If phimosis is present, then a physical examination will also help to ascertain its severity. Mild phimosis is treated with steroid antibiotics and severe phimosis with circumcision.

Pictures are not enough for the examination. As I mentioned in my above post, a physical examination is needed because the tightness and skin mobility needs to be judged.
