I am afraid to tell you that fasting 138 needs more investigations. You have to get the pending result of glycosylated hemoglobin (HbA1c). If less than 7, you do not have diabetes.
Also, I need a fasting blood test (not with your home device) and two hours post-prandial to confirm the diagnosis.
The presence of symptoms of diabetes is suggestive, like for example: urinating too many times, drinking too much water, waking up in the middle of the night to urinate, etc.
