Why do small, painless red spots appear on the penis shaft?

Hello doctor,
I am a 30-year-old male. My height is 6 feet 2 inches, and my weight is 200 lbs. For a week, I have had small red spots on my penis shaft that are not raised, painful, or itchy. Also, I have undergone a full-panel STD test, including HSV-1 and HSV-2. All the test results are negative. However, the red spots still show up randomly. What could be the reason for this?

I have a fungal issue on my foot. When I went to a tanning salon, I had taken the socks off my feet in which I had a fungal problem, and put them over my penis while undergoing the session. Could it be the reason for a fungal infection on my penis? Or is there any other reason?
