How can gum recession in the lower front teeth be treated?

Probably your dentist has said so because the tooth is not aligned. In my opinion, grafting is possible after the tooth gets aligned. Also, check the mobility after scaling is done.

You will have to maintain hygiene in that area. Allow the gums to heal. Get the teeth aligned. As far as I am concerned I would have done the grafting in such cases.

Anyway there must be some reason why your dentist is reluctant to do grafting there.
