So, before you make any decisions, I recommend you wait until her period arrives. I forgot to mention that she has low blood pressure, which has recently dropped to 50 mm/hg. I would also like to know if there is any way to avoid pregnancy at this point.

We cannot do much at this point because the process would have already begun if she was pregnant. And, as previously stated, we can still safely terminate a pregnancy using medications or by performing D&C (Dilation and Curettage). Given her age, dehydration is the most common cause of low blood pressure. I suggest she drink at least three liters of water per day, along with lemon water (which contains two teaspoons of sugar and a quarter teaspoon of salt). I also advise her to have a proper investigation as well as the necessary medications for passing blood in urine.
